El Cabrero is a quiet neighborhood. It is contiguous to the Old City, wher you can go walking. There is a complete description in Spanish in wiki pedia ("Barrio El Cabrero")
You can go walking to the Old City. For longer distances, there are more buses and taxis passing along the Avenida Santander.
How to go from the airport : In Cartagena taxis have not taximeter. There are fixed rates depending on origin and destination points. Although it is mandatory that these rates are exposed , many drivers violate this obligation. So, I recommend to ask the price before entering the taxi. The rates for each year are published by the Mayor of Cartagena mid-January and are available online in pdf format.

Al centro se puede llegar a pie. El edificio está sobre la Avenida Santander, una de las mas transitadas de la ciudad y pasan constantemente autobuses y taxis hacia el centro, el aeropuerto y el interior de la ciudad
